Iraqi oil minister Jabbar al-Luiebi said the country plans to increase production from oilfields in Kirkuk to one million barrels per day.

Iraqi government forces captured the major Kurdish-held city of Kirkuk on October 16 in retaliation for a Kurdish referendum on independence, which was widely opposed by Turkey, Iran and Western powers.
On November 12, the government of the Kurdish autonomous region of Iraq indicated it was prepared to hand over oil facilities, airports, border points and state revenue to Baghdad, provided the central Iraqi government agreed to hand over the Kurdish share of the national budget.
